Information regarding "Green Card" insurance

Information on "Green Card" insurance for travel to the Russian Federation and Belarus after June 30, 2023

IMPORTANT!

The General Assembly of the Members of the Council of Bureaux in Brussels, on June 8, 2023, decided to suspend the Green Card Bureaux of the Russian Federation and Belarus from the International Insurance System Green Card.

Consequently, insurers from the Republic of Moldova cannot issue Green Card insurance policies valid for the territory of the Russian Federation and Belarus, and previously issued Green Card insurance policies, with an insurance period extending after June 29, 2023, become invalid starting from June 30, 2023 for the mentioned countries, while remaining valid for the rest of the countries indicated in the Green Card policy until their expiration.

In order to travel to the Russian Federation or Belarus, the possession of an automobile third party liability insurance policy (MTPL) by drivers is a mandatory condition. Accordingly, drivers must obtain MTPLinsurance policies valid on the territory of the Russian Federation and Belarus, respectively, when crossing the border of these countries in the direction of entry, from insurers issuing insurance policies in the Russian Federation or Belarus.

Upon entering the Russian Federation, drivers must conclude a motor third party liability insurance valid for the period of stay, but for a minimum of 5 days.

As a rule, insurance sales points are located approx. 500 m from the border points and operate non-stop.

From public sources, the sales points are the following: 1. Finland - Leningrad oblast Brusnichnoe, Leningrad oblast Svetogorsk - insurer 21 century; 2 Estonia - Leningrad oblast Ivangorod - insurers - AlfaStrakhovanie, 21 century, Renessans; 3. Latvia Pskov oblast Burachki - insurers - AlfaStrakhovanie, 21 century; 4. Finland Republic of Karelia Liuttya - insurer - Renessans; 5. Lithuania Kaliningrad oblast Sovetsk - insurers - AlfaStrakhovanie, 21 century.

Upon entering Belarus - drivers must take out a motor third party liability insurance, valid for the duration of their stay, but for a minimum of 15 days. MTPL insurance can be taken out with insurers in Belarus, as follows: 1. Belarusian Republican Unitary Insurance Company Belgosstrakh, (www.bgs.by;info@bgs.by); 2. Belarusian Republican Unitary Enterprise Eximgarant of Belarus (www.beg.by;info@eximgarant.by; inbox@eximgarant.by).

Given that the owners of vehicles registered in the Republic of Moldova are already on the territory of these states and entered by June 30, 2023, in order to avoid paying fines, they should take out an MTPL policy issued by insurers in the respective countries immediately.

Please note! When crossing the border of these countries, on the way out, drivers of vehicles who do not provide proof of having valid insurance during their stay in these countries will be fined.

Please note that, in the event of road accidents occurring on the territory of the Russian Federation or Belarus, regardless of the status of the party responsible, the at-fault party or the injured party, the settlement of damages and payment of compensation will take place in accordance with the national legislation of the country in which the accident occurred.

Information on MTPLinsurance for trips to the Republic of Moldova for owners of vehicles registered in the Russian Federation or Belarus after June 30, 2023.

Drivers, owners of vehicles registered in Belarus and the Russian Federation, starting with June 30, 2023, will be required to purchase compulsory domestic motor third party liability insurance policies when crossing the border of the Republic of Moldova on the way in, valid only on the territory of the Republic of Moldova.
