The Council of  Bureaux

The Green Card system is administered by the Council of Bureaux (abbreviated COB), an international body established in London in 1949. Members of the Council of Bureaux are the 46 National Bureaux (including – Belarus, Russia and Iran – suspended for an unlimited period), established and recognized by the Governments of the states that adopted Recommendation no. 5 of the UN Economic Commission for Europe. The seat of the Council of Bureaux (COB) is in Brussels (Belgium).
The objective of the COB is to coordinate the activities and cooperation between the National Green Card Bureaux, Compensation Bodies, Guarantee Funds and Information Centers within the agreements and regulations adopted within the Association or between its members to ensure the successful implementation of the Recommendation No. 5 and the EU Motor Insurance Directive, as well as to facilitate, through its members, the settlement of claims arising from cross-border road accidents.

The current seat of the Green Card Council of Bureaux is in Brussels, Belgium.

Certificate
Green Card
The Green Card certificate is an international motor third party liability insurance document issued in accordance with any of the models approved by the COB, intended for use and recognition in a country other than that in which it was issued. The issuance and distribution of the Green Card document to policyholders is entrusted to domestic insurers, under the authority of the National Bureau of their state of residence.

GREEN CARD CORRESPONDENTS

Each insurer participating in the Green Card System may nominate in a state other than its state of residence a correspondent to handle and settle all third party claims arising from accidents caused in the correspondent’s country an insured vehicle. The Bureau of the accident country guarantees the quality of the handling claims process by the correspondent and oversees the compensation of the caused damages.
